Question on "lowering the 6th string one whole step in lowered tunings"[edit]

Does this imply the string is tuned to C?

Chord fingering table[edit]

"F 333211" - Who is playing F major chord like that?! You have to either have six fingers or double bar your 1st and 3rd fingers in an impossibly awkward way. Maybe one or two players out there can do this, but you'd never encounter this in a piece of musical instruction.
