Bias?

I wanted to raise a question about the final line: as it stands, it says that, if DC joined the NPVIC, its electoral votes would go to the party winning a majority of the popular vote, rather than "the Democratic ticket". While as a practical matter it's blindingly obvious that, for the foreseeable future, DC will always vote majority-Democratic, that doesn't mean we should word it as such in the article. I would suggest a change to reflect the fact that DC doesn't automatically vote Democratic.
