Templates calling for additional citations

I disagree with the templates you added. The article already has plenty of footnotes, for its size, and mostly reports the law and court decisions that are cited in it. Links such as at-large (which contains a list of states that used floterial Congressional districts) and the cited chapter of the US Code are other references.
