Necessity of article?

I was wondering if anyone else thought this article should be nominated for deletion (WP:AFD)? In the Inflatable Rescue Boat article, there is a section already on IRB drivers/crewpersons. The information presented in this article is fairly well covered in the IRB racing page and this article itself does not present any new information except for some unverified claims that seem very non-NPOV. The article itself has been generally poorly constructed as shown by the cleanup note someone else left. At the very least, I think it should be merged into the IRB racing/IRB page as I don't think it satisfies the notability criteria in its current state.
