"Plenipotenriaty conference" is used to refer to other sorts of conferences convened to agree on the final texts of treaties. I would recommend creating a disambiguation page called "Plenipotentiary Conference" and to rename the current page as "ITU Plenipotentiary Conference" to avoid errors and misunderstandings.
