Did Imperiali also invent 'his' quota or only the highest average method named after him?[edit]
Imperiali did propose the higest average method named after him (see his bill in 1920), but did he also invent the quota method named after him? I cannot find any primary source, any document by him proposing this quota system.----Bancki (talk) 10:46, 22 January 2016 (UTC)
