Unlike traditional tariffs, however, this would not favour any particular industry or punish any particular country. Market forces would also keep the tariff at exactly the amount required to achieve trade balance, eventually eliminating it when it is no longer necessary.

NOR and Citation needed, indeed. Why does a tariff need to favor any nation or any industry? Just slap a 3% tax on everything coming in the country. Why not just set the tariff to be double what the trade deficit was last year? (Which will "eliminate" the tariff when no longer necessary.)

Answer: Politicians. They game the system, we lose.

I don’t know precisely what Bob Dylan was advocating when he wrote “Why not just set the tariff to be double what the trade deficit was last year? (Which will "eliminate" the tariff when no longer necessary)”. I wish he or anyone else would try to explain what Bob meant by this.


A tariff would not increase USA’s exports; this proposal for transferable Import Certificates would be an indirect but effective subsidy of USA's export goods.

A 3% general tariff upon all or almost all imported goods would not eliminate USA’s trade deficit of goods that are subject to the tariff.

A tariff sufficient to assure elimination of the portion of USA’s entire trade deficit due to products applicable to that tariff would of necessity be drastically great. Additionally to USA’s global political problems due to such an extremely high tariff, the economic detriment due to the reductions of USA exports and the drastically higher prices to USA purchasers of all imports subject to the tariff would be contrary to our nation’s best interests.

I doubt if this sumission complys with Wikipedia's guide lines for objectivity. If this submission is improper, Bob Dylan's submission is similarly improper.
