"[A]ny particular county"

   The phrase "city that does not belong to any particular county" is confusing and misleading, because the word "particular", it appears, does nothing to affect the meaning of the enclosing sentence: It just makes the reader look for hints that there are independent cities that belong to several counties.

Other entities similar to independent cities

I have tagged this section with the "example farm" template because we don't need a long list of consolidated city-counties for the readers to get the point. If anything, we need fewer examples, not more; I suggest that the list be pruned to two or three particularly well known examples. Doctor Whom (talk) 15:43, 13 July 2018 (UTC)
