Shouldn't this be an entry under Library of Congress, with a "/" preceding it?

No, Library of Congress Classification is a generally accepted title for the system. It would be desirable, however, to change "catalog scheme" to "Classification" so as to conform to their terminology.

I'm trying to expand the subject to show a separate page for each class listing out its various subclasses except E and F, which do not have such subclasses. A third level numerical breakdown may be excessive except in certain select subjects. This can probably be done right on the these subpages as needed without intrucing second level sub-pages.

I'm obviously not completely against sub-pages, but I do feel that it is a technique which must be used judiciously.
