Thanks for this page as there are references to local lists elsewhere in Wikipedia (the PR page), but the material is hard to understand.

I am guessing that the original page was written by a non-native English speaker, and it needed work, so I have edited it, being careful not to misinterpret the substance. --Reallavergne (talk) 20:14, 25 April 2014 (UTC)[reply]

Is this the same as "second-chance" or "best runner-up" systems?
