Merge proposal

The November proposal to merge Nagar parishad] to here seems very reasonable. In modern use, they seems to be synonyms, although I can see that historically the term referred to somewhat smaller units of organization (20,000-100,000 people). Merge is reasonable, Nagar Parishad/Nagar Palika is the hindi word for Municipal council/Municipality. India has so many languages, so the nomenclature of municipal council/municipality varies from state to state. So Municipal Council/ Municipality is the appropriate term for this article.
