Birthplace codes

Can someone please provide a correct reference for this? The link to the JPN website is broken. I was born in Singapore (supposedly 66) but my IC says 71 (supposedly UK). So either this is wrong, period; or, the codes changed at some point within the last 30 years. I can't find a page on the JPN website with the relevant information any more. The term National Registration Identity Card Number is a legal term that could be used in several sovereign states. However, for this article, the term is used to refer to the National Identification Number in Malaysia according to the Laws of Malaysia, National Registration Act 1959.
