Definition
Are PFIs only government-commissioned? The list includes a couple that aren't and the first reference (https://www.telegraph.co.uk/history/11355014/Watch-the-public-information-films-that-scared-us-into-staying-safe.html) includes Tufty produced on behalf of the Royal Society for the Prevention of Accidents.
Are PFIs specifically shown during television advertising breaks in the United Kingdom? Protect & Survive was to be shown constantly on all TV Channels, others were shown on the BBC, in cinemas or at school.
