Quiesce to my knowledge does not mean to slow down - it comes from Latin to pertain to 'to make quieter'. On IBM Mainframes the QUIESCE command under JES2 was the ultimate shutdown command - you only ever used it to power down a mainframe (something in 5 years I only ever got to do once). It also is a command used in MQ Series (now part of websphere) to shutdown the application.
The posted definition was just copied word for word from another website, and I question its correctness.
