RPI versus CPI[edit]

I wish I could, even after reading the various UK bulletins, such as Consumer price indices, April 2010 I can only dimly guess that RPI includes mortgage interest and CPI does not. But RPIX also excludes mortgage interest and that is different from both CPI and RPI, see diagram on first page of the linked PDF. I suspect the other differences concern the contents of the so-called basket of goods and services used for each index. Page 12 Methodology explains a bit more, one important difference is the RPI is never changed once published, while the CPI can be revised. Page 2 of Consumer Prices Index and Retail Prices Index: The 2010 Basket of Goods and Services, a long document, mentions a difference in how the two basket indexes are "linked" and page 3 admits there are specific differences and gives examples and refers to "Roe, D. and Fenwick, D.
