Albanians formed the League of Prizren in Prizren in the late 19th century. The aim was to unite the four Albanian-inhabited Vilayets by merging the majority of Albanian inhabitants within the Ottoman Empire into one Albanian Vilayet. However at that time Serbs were opposing the Albanian nationalism along with Turks and other Slavs in Kosovo, which disabled the Albanian movements to establish Albanian rule over Kosovo.[citation needed]
