The article simply describe the conditions in what is now called Palestine during the Ottoman and British period. There is an interest to describe things in what is now called Palestine also before Palestine was an entity. That is the custom in Wikipedia when adressing issues in areas that were not countries historically, but is now a country, or similar to that. It is practical.
