West Allis or Milwaukee?

I think Milwaukee should be used as the location for Pettit National Ice Center, not West Allis. The reason for this is that Milwaukee is used as the name of the city in e.g. the events calendar of the International Skating Union. The official website of the venue also uses Milwaukee as the location of the track.

I know that the rink is on the exact same location as the outdoor track, which always was referred to as the track in West Allis, but after the rink was covered and the name was changed to Pettit National Ice Center, it has been referred to as the speed skating hall in Milwaukee.
