This article focuses on only one application of a terms of reference. TORs can also apply to things like committees, meetings, negotiations, etc., which don't appear to fall under the the given definition of "project". --RealGrouchy 02:33, 14 March 2007 (UTC)[reply]

I agree - Please do not merge as a Project has a defined end date where as a committee could be indefinite.

It seems that this maps about 90% to the Prince2 Project Initiation Document (PID); the only difference I can see is that in Prince2 the PID is created alongside with the business case while this article mentions the business case preceding the TOR. I am not sure if doing a business case before the TOR is correct as a lot of the content in the TOR, especially WBS, schedule and resources would also influence the business case.

Recommend keeping these terms separate[edit]

IMO the terms should remain separate. Although the "Charter" and "Terms of reference" seem to mimic each other on the surface, dig a bit deeper and you may find that a Statement of Work could also fall into the "Terms of reference" description. There is nothing wrong with keeping these to separate. Another agree for keeping them separate. Terms of reference is applied to meeting series and committees not just (more concrete) "projects". Statement of Work[edit]

Is "Terms of Reference" a synonym for "Statement of work." If so, then it will be helpful to mention this in the article. If not, then it will be helpful to compare and contrast the two terms. Thanks! --Lbeaumont (talk) 18:08, 1 September 2016 (UTC)[reply]
