Why does this article insist that a test script is an automated test? Manual scripted tests are also test scripts?

I feel that the author of this article is refering to automated test scripts. Test Script in general (automated or manual) can be described a combination of test cases, test data and a test procedure. When this is automated using tools or a programming language then it becomes a automated test script.
