The Tech of Godwhale[edit]

I read this decades ago, and keep recalling a helmet used by a nebish when he is assigned to guard the crops from Benthic savages. The helmet was called something like a "Pelger-Hewit" helmet, and gave him mental clarity, augmented senses, and tied into his neurology enough to also improve his coordination and reflex speed. I'd like this described in as much detail as possible, and also to have the tech in the whale gone into.
