The wakaba is also known as the shoshinsha mark or the young leaf symbol. It is displayed by new drivers, as stated in the Japanese driver's manual. This is to merely show that they are new on the road, and for you to take caution. Be considerate, and don't tailgate or change lanes suddenly.

The wakaba is shaped like a V, with split colors. The right side is green, while the left is yellow.

From Sgt. Frog Keroro Gunso (manga/anime by Mine Yoshizaki), Private Second Class Tamama sports a mirror image of the wakaba as his emblem, probably to show that he's new (and inexperienced).
