More precisely it's probably:
Michael Elmentaler: Nordniederdeutsch, Ostfälisch, Westfälisch, Nordrheinmaasländisch. In: (the above), p. 550ff.
  • And it has:
  • p. 551: "[...] ist die Bedeutung der Dialektgrenze zwischen den westniederdeutschen und ostniederdeutschen Dialekten neuerdings auch [...] relativiert worden [...] (Lameli 2016)."
  • p. 552: "Traditionell unterscheidet man im westniederdeutschen Raum drei größere Dialektlandschaften: Nordniederdeutsch ([...]), Ostfälisch ([...]) und Westfälisch ([...]). Hinzu kommt das Nordrheinmaasländische, das im Nordwesten Nordrhein-Westfalens sowie in [...] Limburg verwendet wird."
That is: it's giving the traditional terminology (well, more or less as there's also Nordrheinmaasländisch) and not Lameli's uncommon stuff.

Is a separate article for Lamli's uncommon Westniederdeutsch really needed?

Yes, Westniederdeutsch and nördliches Niederdeutsch are different things. But Westniederdeutsch is part of nördl. Niederdeutsch. And at least as it's only a stub like the current article Westniederdeutsch, Westniederdeutsch can without any problems be covered at nördliches Niederdeutsch.
