Merger unnecessary

I don't see any need to pad this article out by adding the matter which appears in the article zero_tolerance (schools). That article is a list of incidents deliberately selected to discredit zero-tolerance policies. It belongs in a polemic, not in an encyclopaedia article. This page, as it stands, seems to me to give the issue about the weight it deserves, and notes teh controversy appropriately without a slew of minute detail.

After all, Wikipedia is not a soapbox.
