• The user has continued to engage in abusive actions after being indefinitely blocked.
• The user has engaged in abusive actions for a long duration of time.
• The abusive actions are not immediately identifiable as obvious vandalism.
• There is sufficient evidence to back up the claim.

If these criteria are not met, the report will be rejected unless a significant rationale is provided.
