Returns the number of voting seats a given US state had in the United States House of Representatives in a given year, per the most recent congressional apportionment. If no year is given, the present date is used. State may be specified by full name or US postal abbreviation. (The District of Columbia returns zero, as its delegate to Congress is a non-voting member.)

Important: Reapportionment is assumed to take place at the end of the Census year – so, for example, 2011 will return the result of the 2010 reapportionment, and 2010 will return the result of the 2000 reapportionment.
