According to James Ferguson, these issues might be caused by deficient diagnostics of the development agencies. In his book The Anti-Politics Machine, Ferguson uses the example of the Thaba-Tseka project in Lesotho to illustrate how a bad diagnostic on the economic activity of the population and the desire to stay away from local politics, caused a livestock project to fail.[1]
