Namibian Prisons

Namibia currently ranks the top five African countries with the highest rates of imprisonment with 267 per 100 000 serving sentences. The prison operates under the Ministry of Safety and Security; it consists of thirteen prison facilities located throughout the country. The main purpose of the National prison service is for reformation and rehabilitation of inmates. The Namibian Prisons Act 17 of 1998 recognizes a national obligation to provide health and security for its prisoners. The prison service has a yearly budget allocated towards employing prison wardens, constructing, maintaining facilities and medical services. The annual budget is N$ 228 486 000. The detainees spoke of overcrowding, the juveniles with adults, poor sanitation conditions, violence and rape in detention facilities. There is insufficient funding for recreational and correctional services.
