Ali Kahlane (in arabic : علي كحلان, in tamaziɣt ⴰⵍⵉ ⴽⴰⵀⵍⴻⵏ, en Darja 3eli Kahlen ), born on June 11th, 1950 in Algiers, is acomputer scientist et novelist [1],[2]. He is a member of the Permanent Sectoral Committee for Scientific Research and Technological Development of the Ministry of Post and ICT and Former Advisor to the Minister of Transport (Algeria) in charge of digitization.
Biography

[edit]Ali Kahlane was born in Algiers in the "Fontaine Fraîche" district at "La Scala". Coming from a family of babouchiers and traditional embroidery on saddle from the lower Casbah of Algiers, originally from M'Sila whose father was also a docker at the Port of Algiers to finish, after independence, customs in the same Port. He was a pupil of the Emir-Abdelkader high school and that of Amara Rachid in Ben Aknoun.
He was recruited as an active cadet by the Ministry of National Defense, to study first in Algeria at the Center for Studies and Research in Computer Science (CERI), the current ESI (Ecole Nationale Supérieure d'Informatique in Oued Smar, ex. INI)
He will continue his studies for a Bachelor's degree and a Master's degree in fundamental computer science at the University of Paris VIII, whose end-of-studies work was carried out at the IRIA (now INRIA).
He continued his Ph.D studies at Brunel University London in Uxbridge (UK) and worked on the development of pragmatic database management systems on microcomputers for his thesis. He taught programming languages at the same university for graduate students.
Activities
[edit]Officer and professor at the Ecole Militaire Polytechnique (EMP, ex. ENITA), he contributed to the launch of the computer engineering course. He was demobilized, at his request, in December 1989 with the rank of Captain. He received the 1st Chevron Medal from the ANP.
As advisor to the Minister of Transport (Algeria) from 2020 to 2021, he was in charge of the appropriation and maturation of digital technologies as well as the application and monitoring of the Transport Sector Development Plan.[3][4]
He is a member and vice-president of the think tank CARE (Cercle d'Action et de Réflexion pour l'Entreprise), since 2012.[5],[6],[7].
He was co-founder and director of the publication of the first Algerian computer journal, “L’Ordinateur”, in 1992. After 9 issues, the journal stopped being published in 1994 because of the civil war in Algeria by lack of means.[8]
In October 2006, he participated with the American NGO "Marathon Sahara", in setting up a "Cyber call house" for a village in a Sahrawi refugee camp by means of a satellite connection. This allows refugees to have internet and telephone access through Voice over IP (VoIP) [9],[10].
He was a member of AFNIC and the International College of UNESCO ,[11].
He was invited to the First Presidential summit on entrepreneurship chaired by Barack Obama in Washington in April 2010[12],[13],[14].
He founded Swan Informatique in December 1991. This company later became Satlinker, which specializes in satellite internet access. It developed cloud-based convergent technologies, big data, and cybersecurity tools.qui se spécialise dans l'accès à Internet par satellite. Société civile
[edit]En 2001, he was a co-founder of the Association Algérienne des Fournisseurs de Services Internet (AAFSI), and he became its President in December 2008.[17],[18]. He was also a co-founder and president of the Association of Alternative Telecom Operators (AOTA), as well as the founder (in 2010) and president (in 2015) of the North Africa Partnership for Entrepreneurship Partnership - Algeria (NAPEO).[19],[20].
