Brieft History of Panglima Estino, Sulu

       On January 1, 1980, Municipality of Panglima Estino was still a part of the municipality of Panamao. The place was subjugated by fiery conflicts between two political warlords that almost destroyed everything the nature has endowed. Waste of lives and properties dominated the day to day routine of the resident. To settle the dispute between the two warring group, the President of the Republic of the Philippines, H.E Ferdinand E. Marcos issued Presidential Decree No. 1663 dividing the municipality of Panamao into two creating separate political subdivisions gave rise to what was then known as the municipality of New Panamao.  The former mother municipality was then called Old Panamao. Hence, the conflict was averted.

On January 2, 1981, exactly a year and a day after the creation of New Panamao, the President of the Republic of the Philippines once more issued P.D No. 1757 amending P.D 1663 and reconstituting the municipality of Old Panamao and New Panamao and changing the name of New Panamao to Panglima Estino. The word “Panglima” is a title bestowed a long time ago by the Sultanate of Sulu, While “Estino” is a name of a person this title was bestowed upon for some meritorious achievements. The name Panglima Estino was decided to serve as a fitting tribute in honor of the man who devoted most of his time and efforts for his people during his time. The municipality of Panglima Estino is situated approximately about 35 kilometers from the town of Jolo, as the point of origin. It is bounded on the west by the municipality of Talipao, in the east by the municipality of Panamao, and in the south by the Island municipality of Pata. It is composed of twelve (12) Barangays with an estimated land area of Twelve Thousand Five Hundred Ten Hectares (12,510 H) and with projected population of Thirty Nine Thousand Seven Hundred Eighty Nine (35,262 ) with Five Thousand Eight Hundred Seventy Seven Households (5,877 HH) as of 2007.         The terrain of the municipality is generated flat along the coastal areas and plain to hilly in most part of the interior and mountainous sector. One of the ten major mountains is found in this municipality, known as “Bud Dakula” with the elevation of 1,310 feet. The municipality is also endowed with one Crater Lake situated at the top of mount Panamao.


        The first Local Chief Executive, HJI. ABDULKADIL S. ESTINO was appointed in 1981. He later ran and re-elected, his last term ended in June 1999. On July 1999, HJI ABBAS “MAAS BAWANG” ESTINO became a mayor up to June 2001, then HJI. ABDULKADIL S. ESTINO once again re-elected replacing his father from July 2001 to June 2004. On July 2004, HJI. MUNIB S. ESTINO, a former Provincial Board Member, Vice Governor, Acting Governor was elected as Mayor.
        Late January 2005, mayor Estino issued a Municipal Ordinance No. 1: “A resolution requiring all women of rightful age to always wear “Turung” or cloth to cover their head when getting out of residence particularly within the territory of Panglima Estino abiding the Islamic Law which was quoted in the Holy Qur’an: In Tausug Version “ Oh kaw nabi Mohammad, pamungan ha manga kaasawahan mo, iban ha manga kaanakan mo babai, iban sin manga namamaratsaya bar-iman, papanamunga sila sin lungbus, panamung mahayang, bukun masigpit, amu in hikatampan sin anggawtah baran nila, daing ha “O” tubtub pa siki, amura in makapin in bayhuh iban lima nila, saakupun tampanan in liug nila sampay pa daghal” (Sura An-Nur:31, Sura Al-Ahjab:59). He also issued Memorandum Order No. 1: Prohibiting the passenger’s Jeepney to trip from Panglima Estino to Jolo or any other destination on Friday in order to let them observed Friday’s Prayer.


        On the same year, Mayor Estino issued Municipal Ordinance No. 2: “An ordinance prohibiting the carrying of firearms and other bladed weapons within the Municipality of Panglima Estino”. This ordinance does not cover Military Personnel on pursuit operations or escorting VIPs.  The LGU is generally one of the most peaceful municipalities of Sulu Province, despite the small number of PNP personnel. Contributory to this is because the people are law abiding and God fearing/loving. The prevailing peace and order situation and the Islamic campaign is one of the important factors to uplift the economic development of the municipality.
