UGANDA STUDENTS' ASSOCIATION IN CHINA, USAC

Uganda Students’ Association in China ,USAC was formed on the 3rd April, 1976 as a body of Uganda Citizens of at least postsecondary level students taking studies in the People’s Republic of China. Since its formation the USAC has always kept the Uganda Mission in Beijing, and indeed the Ministry of Education, informed on the various challenges Uganda students have faced at one time or the other during the course of study in China

Aims and Objectives of USAC

USAC was formed with the overall aim of uniting all Ugandan Students in China and help in coordinating their study and research activities. It looks after and caters for the interests of the members. The founding members agreed that USAC shall:

Be the intermediary between the students and the Ugandan Mission in the

People’s Republic of China; and indeed the Ministry of Education, on official matters;

Advise members on conduct for projecting a good image of Uganda; take the responsibility to welcome new members; active participation in receiving new comers and play a great role to help the new students settle and adapt to foreign life in China.
Establish close and friendly relations and understanding with other students’ associations of similar nature when, where and while desirable;
Ensure efficient circulation of information (newspapers, magazines) among all Ugandan Students in China where possible.
Create an amiable academic atmosphere for the exchange of academic ideas/knowledge among Ugandans and other international students in China.
Serve as a centre of communication to promote and facilitate interaction and activities of a social, intellectual and competitive nature among Ugandan students in China.
Make representations and submissions to relevant bodies on matters affecting higher education and the need for education reform.

USAC Membership

All members constitute USAC membership hava an equal standing,equal rights and authorities as USAC members and USAC Executive.

A Register of Members is maintained by the Secretary and comprises lists of:

All Ugandan Students in China.
Ex-officio members (Embassy staff, Ugandan Ministry of Education Staff).
Other persons who support the objectives of the Association.

USAC does not discriminate against students on the basis of their race, sex, color, religion, disability, age, ethnic origin or national region. Any Ugandan individual who enrolls for his/her studies in the Peoples’ Republic of China is eligible to be a member of USAC. Active membership is open to any Ugandan student in China who gives active support to the purpose of this organization All members of the Association are entitled to:

Participate in the General Meeting of the Association; and
Attend all regular and special meetings of the executive, except those designated by the executive.

Elected members of the Executive are members of the Association at all times, and any member of the Executive who ceases to be a member of the Association immediately cease to be a member of the Executive.

Memberships fall in the following categories

Quasi Members

Comprises all persons who have not paid membership fees.
Members under this category have no rights to vote or be voted into executive office.
New students become Quasi members on arrival into China and become active members upon payment of the membership fees.

Active Membership

These comprise all persons who have paid membership fees.
Active members have the right to vote and be voted into the executive board and are entitled to enjoy any additional privileges as shall be determined by the executive board.

Honorary membership

This is open to any USAC Alumni or distinguished person approved by active members.
Honorary Membership is by members' invitation.
Honorary Membership may be granted to persons of outstanding eminence and seniority.
Nominations for Honorary Membership is submitted to the Committee one month before the Annual General Meeting.
Honorary Members do not pay any membership dues.
They howevwe, on the same terms and conditions as other Members, be entitled to receive any publications issued by the Association.
Honorary members,have no rights to vote or be voted into executive office.

THE EXECUTIVE COMMITTEE

The Executive Committee is elected at the Annual General Meeting or through the Usac-group via the Internet at time specified by members and is responsible for the affairs of the Association for one year but is eligible for re-election. Only active members take up executive offices of the Students Association.

The Executive Committee consist of the following offices:

President of the Association
Vice-president of the Association
Secretary of the Association
Treasurer of the Association
Web Administrator of the Association
Provincial Representatives

Regional Representatives

There are elected provincial representatives based at province levels. Each province has the elected provincial representative at the Executive Committee.

USAC members in a given province elect a provincial representative from their membership in the same locality.

The elected provincial representatives is directly answerable to the president on matters related to USAC activities.

Provincial representatives periodically report their proceedings to the Executive Committee and conduct their business in accordance with the Constitution.

In case of one person in the province, he/she shall acts as the provincial representative and is a member of the Executive Committee.

Provincial representatives are only elected by USAC members in the same province.

Provincial Representatives hold provincial monthly meetings at province levels to address matters concerning their welfare and the Association progress.

The Patron USAC has a Patron to guide and direct the association members to achieve their goals. The patron advices as when deemed necessary on the challenges facing the Association and is a member of the executive board but acts as an ex-officio to the executive to ensure the smooth running of the association.
