Glenn Garlin Webb (January 17, 1958 - ) Born in Baltimore to Baltimore County schoolteacher Mary Blanche High (November 12, 1926) and Firefighter George Hubert Webb (January 18, 1924). Graduated from Eastern Vocational Technical High School in Essex, MD June 1976, attended Essex Community College, Dundalk Community College (both now part of Baltimore County Community College system), Morgan State University, Towson State University and Texas Tech University.
