The Magistracy of Vienna is the executive branch of Vienna.
The Magistracy consists of the mayor, the vice mayors, the magistral directorate, the city councillors, the magistral departments, and the district offices.
Leadership

[edit]The mayor is the magistrate of Vienna and the chair of the Municipal Cabinet (Stadtsenat). As opposed to the president and chancellor of Austria, the mayor has direct authority over all executive officers.
The mayor is elected by the City Council (Gemeinderat) for a duration of five years; the mayor the mayor can be a member of the Council but does not have to be.[1] The City Council also has the power to remove the mayor with a simple majority vote.[2]
The mayor chairs the Municipal Cabinet (Stadtsenat), the college of municipal commissioners and executive governing body of Vienna.[3] The mayor bears resposibilty for the excution of Cabinet resolutions, and may as such direct the municipal and district representatives.[4] The mayor also hires and terminates all magistral employees; this power can be delegated.[5]
Additionally, the City Council elects two vice mayors, from the midst of the party with the most seats and second most seats in the City Council.
Municipal representatives
[edit]Magistral directorate
[edit]The magistral director (Magistratsdirektor) is the head of the civil service of the Magistracy and reports directly to the mayor.[6] The magistral directorate (Magistratsdirektion) is the body of the director; it administers the day-to-day administrative operations of the Magistracy and superintends all municipal bureaucrats and functionaries.
The magistral director must be an administrative functionary who majored in jurisprudence.[7]
District representatives
[edit]The district representatives (Bezirksvertreter) are elected along with the Municipal Council every five years.[8] They represent the residents of their respective district and elect a chief representative (Bezirksvorsteher).[9].
The Municipal Council can dissolve the college of district representatives (Bezirksvertretung) and dismiss individual representatives at any time; the mayor has the power to remove the chief district representative.
They are political bodies and not part of the Magistracy but, nevertheless, report to the mayor.

[edit]Healthcare Union
[edit]The Vienna Healthcare Union (Wiener Gesundheitsverbund; originally and legally still referred to as Wiener Krankenanstaltenverbund) is the public healthcare provider of Vienna.[10] It is a federation of all hospitals and nursing homes (and a psychiatric hospital) owned by the municipal government. Its most notable insitution is the Vienna General Hospital, which serves as the city's general and university hospital. The Healthcare Union is a component of the Magistracy moddelled after and operating like an autonomous enterprise.
The Healthcare Union is governed by a director general and managed by various specialized directors, which are appointed personnally by the mayor on request of the magistral director.[11]
