Grade I, "Buildings of exceptional interest, sometimes considered to be internationally important", 2.5%
Grade II*, "Particularly important buildings of more than special interest", 5.8%
Grade II, "Buildings of national importance and special interest", 91.7%

Listed buildings account for about 2% of English building stock
Around 80 in 12,238 Grade II listed buildings in Suffolk have articles, around 1 in 153 (sources, British Listed Buildings and Wikipedia categories)
Around 67 in 808 Grade II* in Suffolk, around 1 in 12
Around 99 in 401 Grade I in Suffolk, around 1 in 4

WP:GEOFEAT says "Artificial geographical features that are officially assigned the status of cultural heritage or national heritage, or of any other protected status on a national level and for which verifiable information beyond simple statistics is available, are presumed to be notable". All listed buildings are protected under the Planning (Listed Buildings and Conservation Areas) Act 1990.
Early descriptions were often brief but more recent ones tend to include more information and sometimes other sources.
The legislation doesn't refer to grades at all and applies equally to all[1]
Parish churches (even the small number not listed at all) are probably inherently notable as there is normally other coverage of them. Country houses are likely to be notable.
Public buildings that are listed are likely to be notable.
Private houses may well not be notable.

A, all such listed buildings with a National Heritage List for England number should have a standalone article except when there are multiple numbers for the same place often because the building is in multiple parishes like 1362197 and 1163514 being for the same place.
B, most of such listed buildings are notable but some don't need articles such as those without names such as Barn On Roadside At Falconers Hall Known As The Top Barn Barn On Roadside At Faulkner's Hall Known As The Granary which should generally be covered in the "Listed buildings in X parish" list and 27, The Square or the buildings associated with Stowe House at Grade I listed buildings in Buckinghamshire#Aylesbury Vale which should generally be covered in the main building or other suitable article like Stowe Gardens.
C, often such listed buildings are notable but other sources etc are generally expected for separate articles.
D, such buildings are sometimes notable but other sources etc are usually needed for separate articles.
E, such buildings are usually not notable unless other sources etc are provided.
