Sheltered homes are houses built against or in the vicinity of a care home and are intended for older people, who are still reasonably mobile and do not have major health problems.
In this way they do benefit from the services of the care center (nursing nearby and accessible via a simple alarm button, possibly provision of meals), while they can continue to live reasonably independently with much more privacy than would be possible in the care center. For people in sheltered homes, a preferential arrangement sometimes applies when their health deteriorates to such an extent that more intensive care is required; a place in the care home is quickly found.
A sheltered home was announced in 1975 in the Second Policy Document for the Elderly by the Den Uyl cabinet. The main aim was to keep the elderly out of the retirement home for as long as possible. Only 7 percent of the elderly would be allowed to live in an institution in the future.
