Biography
[edit]Hedayetullah Al Mamoon, ndc was the 17th Finance Secretary of Bangladesh. In his long 8 (eight) years span as the Secretary to the government, he served as the Senior Finance Secretary, Senior Commerce Secretary, Senior Member of the Planning Commission, Secretary of the Ministry of Information, Secretary of the Ministry of Cultural Affairs, Secretary of the Ministry of Civil Aviation n Tourism and also Secretary of the Public Service Commission. His assignment as the Secretary started with his appointment as the Secretary (i.c.) in the Ministry of Civil Aviation n Tourism on April 06 of 2009 and ended as he retired from the service as the Senior Finance Secretary on Oct 04 2017. Along with his assignments in the Government, he served as the ex-officio Chairman of different organizations like the Bangladesh Film Censor Board, Bangladesh Film Development Corporation ( BFDC), Bangladesh Infrastructure Finance Fund Limited (BIFFL), Bangladesh Business Promotion Council, Pre-ECNEC , Bangladesh Services Limited (Owner of Hotel Inter-Continental) and Hotels International Limited (Owner of Pan Pacific Sonargaon Hotel). He also served as the Commissioner General of (Bangladesh part), Expo- Milano-2015, Milan Italy. [1]
Early life
[edit]Hedayetullah Al Mamoon was born on 15 October 1958 in Nawabganj upazila of Dhaka in an old respectable Muslim family. His father Jalaluddin Mollah was actively involved in the anti-British Independence Movement in his student life. Mamoons mother Fatema Khatun was an enlightened lady who was awarded Ratnagarva title for her hard effort in upbringing her six children to an enviable height. Mamoon had his early primary and secondary education in different places of Bangladesh as he had to move with his father to different stations of his service.. Later, he studied in the Notre Dame College, Dhaka. He completed his BA (Honours) Degree in English Literature and language in 1980 from the University of Dhaka n also completed his Master of Public Affairs (MPA) degree in Governance and Public Policy from the same University. He completed National Defence Course (NDC)-a course on defence, security, strategic and development studies from the National Defence College, Bangladesh in 2005. He also had higher training in the Civil Service College of Singapore and in the Manchester University of the United Kingdom. [1]
Career
[edit]Hedayetullah Al Mamoon joined the Bangladesh Civil Service (Administrative Cadre) on June 19 of 1983. He stood first in the BCS (Special) batch of 1982 and also one of the toppers in the BCS 1982 (Regular) batch. He started his career in the Civil Service as an Assistant Commissioner and Magistrate. In his field level assignment, Mamoon worked as the NDC (Nezarat Deputy Collector) and Upazila Magistratein different stations. He served as the Upazila Nirbahi Officer of Kazipur ( Sirajganj) and Kuliarchar (Kishoreganj) and as the Additional Deputy Commissioner of Manikganj. At the peak of his career in the field administration, he was appointed as the Deputy Commissioner, Collector and District Magistrate of Sirajganj in 2000AD. In his ministry level assignments, Mamoon served as the Deputy Secretary of the Cabinet Division and also as the Deputy Secretary and Additional Secretary of Ministry of Establishment (now MOPA). He successfully held position of Chief Executives in different Government Departments and Public Sector Corporations. The positions include Managing Director of Dhaka Water Supply and Sewerage Authority (WASA), Chairman of the Bangladesh Road Transport Corporation (BRTC) and the Director General of the Department of Social Welfare. He also worked as the Director of the Bangladesh Parjatan (Tourism) Corporation. He was promoted to the post of Secretary in April 2009, elevated to the post of Senior Secretary in 2014 and served in 6 Ministries, Divisions and Commissions as Secretary, Senior Secretary and Member till his retirement for PRL on 04th October 2017. After retirement, he was appointed as the Chairman of the Bangladesh NGO Foundation --a funding agency for small NGOs, where he served for 4 four years.

Family n Siblings
[edit]Hedayetullah Al Mamoon is married to Sohely Anar Mamoon. The couple is blessed with a son Albab Yafej Fatmi Timur n a daughter Sarara Musharrat Turna. Mamoon is also blessed with a granddaughter, Ananda Ogni.
Mamoon is from an enlightened family. His elder brother R Mahmud Selim is a valiant freedom fighter, and a leading vocalist, organizer and progressive cultural activist of the country. He was awarded EKUSHE PADAK- the second highest national award for his outstanding contribution to the field of music. Mamoons’ younger brother Obayed Ullah Al Masud, a topranking banker of the country, (a poet known as Buland Zavir) was the MD & CEO of Sonali Bank & Rupali Bank Ltd. His eldest sister, Dilara Kamal, an MA in Bengali from the DU, was a well-known teacher of Ideal School n College, Dhaka. His elder sister Nazma Ansari, (now living in London) was awarded Masters with Honours in Economis from the Patrice Lumumba University, Moscow. Publications n Albums
[edit]Mamoon is a well-known cultural personality, researcher and lyricist. His book ‘উপনিবেশবাদ ও বাঙালির সংস্কৃতি’ (Colonialism and the Culture of Bangalee) is a highly acclaimed book on impact of colonialism on the Bengali culture n people. He composed lyrics for an album named Maalhar sung by Swajeeb. He also made an album ‘Jugalbandi’, a joint composition of recitation n music with Sarod maestro Ustad Shahadat Hossain khan, a unique venture of its kind. His two books on poems named ‘চন্দন জোছনায় বিবর্ণ মেঘ’ (Faded Cloud in the Sandalbathed Moonlight) and ‘বিস্মরণের ডাহুক’ (Forgotten Dahuk) are also manifestation of his literary creativity.
