Panpacific University  was incorporated under the Philippine Laws on August 26, 1992 as Pangasinan Colleges of Science and Technology (PCST), as a non-stock, non-profit family corporation with the Securities and Exchange Commission (SEC) registration no. ANO92-003201.The operation started in 1993, offering degree programs in Pharmacy, Nursing, Criminology, Secretarial Administration and technology courses.

Panpacific University is one of the few Higher Education Institutions (HEI) in Northern Philippines with ISO Certification.  The University continues to undergo voluntary accreditation periodically so that it can continually perform very well its trilogy functions of instruction, research and extension (community outreach).

At present,  the University has  six (6) graduate degree programs and 22 bachelor degree programs with specialization in various disciplines.  In addition, the University also adopts the K to 12 program – Grade School (Kindergarten, Grades 1 – 6), Junior High School (Grades 7 – 10), Senior High School (Grades 11 – 12) as laboratory schools for the Teacher Education Programs.
