Ange Soubirous Tambineza (born 12 December 1985 in Bujumbura) is a Rwandan communications professional with a wealth of professional experience gained across all areas of communication. From a background in broadcast media where as an award-winning journalist she wrote, produced and presented some of Rwanda’s most innovative and ground-breaking TV and radio shows, she has gone on to develop a practical understanding of the importance of communication and how it can be used to effect change among the public and other audiences.  

Since 2016 she has been heading up the Rwandan Agriculture Ministry’s information and communications team, at the forefront of implementing the Ministry’s extension programme aimed at transforming the agriculture sector.  An additional role includes acting as Adviser to the Minister. She is also the Agriculture Sector Spokesperson.  

EARLY YEARS

Tambineza was born in Bujumbura, Burundi. She was raised in Kiyaga. Her father, Innocent Ntagabira was a lawyer in Rwanda, her mother Elbelbourg Niyibiyi Kamatali was a Christian from Burundi. She is natively fluent in English, French and Kirundi.

2017 to date: Acting Adviser to Minister of Agriculture & Animal Resources, Rwanda

This wide-ranging role centers on the provision of advice and support to the Minister in many different areas, including strategic analysis regarding institutional development and resource management; assisting with the planning and delivery of day-to-day administrative and political activities; analyzing the content of files and documents for minister’s consideration; proof reading documents and files prior to the Minister’s formal approval; the preparation of speeches and talking points in collaboration with other departments; preparing notes of all meetings chaired by the Minister; the provision of best practice and experience on implementation of the ministry’s strategies, policies and programmes.

2016 to date: Director of Information & Communications Programme in the Ministry of Agriculture & Animal Resources and Agriculture Sector Spokesperson, Rwanda

As Director, Ange is in charge of managing and coordinating the delivery of the Ministry’s Agriculture Information and Communication Programme including the all-important sector-wide extension programmes. This requires the development of strategies and processes to ensure all objectives and activities are met and delivered in a timely and impactful manner. 

She heads a team of twelve in support of this, the members of which are charged with creating the ministry’s marketing and promotional collateral, including print, audio-visual, electronic and social media-related materials, as well as the managing events to introduce new products. Members of the team are responsible for print, electronic and broadcast media work - preparing core messages, responding to media enquiries, developing press, editorial and media briefs.

In just over a year since Ange assumed this role, the ministry has become more proactive in its engagement with key audiences and responsive to their needs; it has played an important role in developing initiatives aimed at changing perceptions of the sector, not least amongst youth.

Ange also acts as the chief communications advisor to top Ministry officials, as well as Spokesperson of the ministry.  She has served as a member of the organizing committee for numerous international conferences and governing bodies including 2017’s FAO ITPGRFA.

2017: Participation and management/coverage of political electionsPresidential Campaigns”, Rwanda

One of the organizing committee for 2017 Presidential elections Campaign responsible for developing and delivering communications components of the national campaign. During the campaign itself, responsible for protocol, set-up, branding and media elements of campaign rallies, over and across four districts.

Bringing together high profile decision-makers to engage with the public. Topics covered ranged from politics, economics, governance, business, agriculture, health, education and security. Guests were invited from the government, private sector, academicians (analysts) and civil society organizations.

I have experience in facilitating high level discussions and debates at both at national and International levels. In 2016, I facilitated a policy dialogue on in-depth analysis of the government budget 2014/2015 to indicate exactly what goes into Agriculture and specifically for small holder farmers to cater  for agriculture inputs, access to  credit, agriculture extension services, agriculture research, labour and   energy saving  technologies). The dialogue was organized by ActionAid Rwanda and Institute of Public Policy and Analysis (IPAR).

Responsibilities included supporting the development of a strategy including a campaign communications plan encompassing print, broadcast and electronic media, advertising, brand management and the production of a documentary film.  Also, assisting district campaign committees to shape Communication messages to use during political rallies at local levels, and editing and layout of 2010 RPF Manifesto
