The California Intellectual Property Act (AB 1616, Montanez) of 2004 was a proposed legislation in California to place the large majority of IP rights held by the state into the public domain.(Overview, Text) It was apparently never enacted; at least the current California Government Code (as of 2006) does not include the "Division 10 (commencing with Section 7920) to Title 1 of the Government Code" that this bill would have added. Title 1 ends with Division 9. (Table of contents of the California Government Code).

Gorman, R.A.: Copyright law, 2nd ed., U.S. Federal Judicial Center, June 19, 2006, section "Government works" on pp. 52–54 only supports the view that laws, statutes, court opinions and rulings, and "tax maps" cannot be copyrighted by a state or local government. It doesn't discuss other kinds of works. (Which is not surprising. Other kinds of works are copyrighted by default. Period. Unless the law explicitly says something wasn't copyrightable, or there are court cases that decide so, works are copyrighted.)
