Dr Subbarao Ghanta obtained his B. Tech from Electronics and Communications Engineering in 1981 from College of Engineering, Anantapur, JNTU. He obtained his D.I.I.T. from Indian Institute of Technology, New Delhi in Computer Science. Later he obtained his M.S. and Ph.D. from University of Minnesota in Computer Science in 1985.

Since 1985, he has worked in a number of areas including: Performance Evaluation of Computer Systems, Physical Database Design, Network Architectures & Protocols, VLSI Design automation, Optical Computing & Parallel Architectures, Software Architectures & Standards, and Electronic Governance. He has published in a number of international journals and conferences and supervised a number of Ph.D. and M.S. students. He was on the faculties of University of Minnesota, University of Florida, KFUPM, Dhahran, and most recently JNTU, Hyderabad.

Since June 2002, he worked for the Government of Andhra Pradesh served as the State Chief Information Officer and EO Secretary (eGovernance) to Government of Andhra Pradesh. He has also served as Special Secretary to the Chief Minister of Andhra Pradesh. He was also the President of ‘Institute for Electronic Governance’ formed by Government of Andhra Pradesh to bridge the gap between the Academia, Industry and the Government.

Since 2014 to 2019, he is the MD and CEO of Andhra Pradesh State Skill Development Corporation and Ex-Officio Secretary to Government of Andhra Pradesh (Higher Education).
