The improvement from the original article is great so far. The part you wrote reads less like an essay and more like an encyclopedia article, and the tone is neutral. One thing that's concerning to me is that I don't see any sources; there's a lot of times in your draft where I think "according to who?" so I would suggest putting in the sources for everything that you write. I would also think about what kind of images you could include in here! Maybe there's something related to the UN Framework Convention on Climate Change (not in your draft, but in the original article).
