Charley Wilkinson is a Moses Lasky Professor of Law at the University of Colorado who is a recognized authority on history and society in the American West, Indian law, public land law, and water law.[2][1]

"He served as special counsel to the Interior Department for the drafting of the Presidential Proclamation, signed by President Clinton in September 1996, establishing the Grand Staircase-Escalante National Monument in Utah."[1]

Bears Ears National Monument

Wilkinson "served on a pro bono basis as senior advisor" with the Bears Ears Inter-Tribal Coalition (BEITC) since is formation in July 2015 and contributed to the successful designation of Bears Ears National Monument by President Obama in December 2016. "Wilkinson was one of the main architects behind the coalition’s overall strategy, including the October 2015 proposal to Obama for the creation of Bears Ears National Monument". "Wilkinson has a long history of working on the Colorado Plateau. He is a member of the Grand Canyon Trust Board of Trustees, author of the book Fire on the Plateau, and drafted the presidential proclamation creating the Grand Staircase-Escalante National Monument in 1996."[3][4][5]
