in order to achieve the injunction of ISO 25964 that "the indexer / searcher same vocab blah blah..."

the metacontent statements are in an RDF triple structure but they cannot be in RDF/XML syntax as all search engines ignore special characters (e.g. "<" try searching for this on Google) (update: suddenly you can! but still not in Yahoo, Altavista, Bing etc.) and none inference across CR/LF and so the correct syntax must be otherwise thus "RDF/niXML"

the terms are hashed for a number of good reasons

the point is using Google searching for these terms gives exact findability unlike any other current mechanisms

and it is cost free
