Zayniddin Nizamkhodjayev Makhamatovich (born March 19, 1954 in Kibray district of Tashkent region) - statesman and public figure, Chairman of the Central Election Commission of the Republic of Uzbekistan (from February 5, 2021) [1], given the title of “Uzbekiston Kakhramoni”, Doctor of Medical Sciences, Professor.
From 2020 to 2021 he served as Deputy Chairman of the Senate of the Oliy Majlis[2], from 2015 to 2020, as Chairman of the Senate Committee on Science, Education, Culture and Sports.
Biography[edit]
Zayniddin Nizamkhodjayev was born on March 19, 1954 in the Kibray district of the Tashkent region.
In 1978 he graduated from the Tashkent State Medical Institute (former Tashkent Medical Academy - Ташкентский государственный медицинский институт ). He has the degree of Doctor of Medical Sciences, Professor.
He began his career in 1978 as a clinical intern at the Department of Hospital Surgery of the Tashkent State Medical Institute.
From 1984 to 2015 graduate student and assistant of the Department of Surgical Diseases of the Tashkent State Medical Institute; held the positions of senior researcher, chief researcher, head of the department of surgery of the esophagus and stomach of the Center for Surgery.
In 2015-2019, he was elected as a deputy of the Council of People’s Deputies of the Tashkent region.
In 2016-2020, he was elected a senator of two convocations of the Senate of the Oliy Majlis.
From 2015 to 2020 – Chairman of the Committee on Science, Education and Health of the Senate of the Oliy Majlis of the Republic of Uzbekistan. On January 20, 2020 he was appointed as Deputy Chairman of the Senate of the Oliy Majlis[3].
On February 5, 2021, at a regular meeting of the Central Election Commission of the Republic of Uzbekistan[4], on the proposal of the President, Zayniddin Nizamkhodjayev was elected as a Chairman of the Central Election Commission[5].
Activities as a senator[edit]
As chairman of the Committee on Science, Education and Health, Zayniddin Nizamkhodjayev introduced 19 laws to the plenary session of the Senate of the Oliy Majlis.

Law of the Republic of Uzbekistan On sanitary and epidemiological welfare of the population (in 2015)[6];
"On Amendments and Additions to the Law of the Republic of Uzbekistan "On Medicines and Pharmaceutical Activities" (2015)[7];
Law of the Republic of Uzbekistan On state youth policy (in 2016)[8];
“On social services for the elderly, disabled and other socially needy categories of the population” (2016)[9];
Law of the Republic of Uzbekistan On the protection of children from information harmful to their health (in 2017)[10];
Law of the Republic of Uzbekistan On limiting smoking of hookahs and electronic cigarettes in public places (in 2018)[11];
Law of the Republic of Uzbekistan On science and scientific activity (in 2018)[12];
Law of the Republic of Uzbekistan On preschool education and upbringing (in 2019) and others[13]
Scientific activity[edit]
Zayniddin Nizamkhodjayev began his scientific career under the guidance of Doctor of Medical Sciences, Professor, Academician of the Academy of Sciences of Uzbekistan Vosit Vokhidov. For his 35 years of scientific, practical and pedagogical activity, Zayniddin Nizamkhodjayev has been known among his colleagues as a highly qualified surgeon. Over the past period, in more than 300 scientific articles, he outlined scientifically based ways to improve the diagnosis and surgical treatment of diseases of the esophagus and gastrointestinal tract, which is one of the most urgent problems of applied surgery. The proposed new type of surgery has been proven to improve postoperative outcomes.
The results of the scientific activity of Zayniddin Nizamkhodjayev are recognized by the world’s leading scientists and surgeons. Zayniddin Nizamkhodjayev participated at prestigious international medical conferences with his speeches. For instance, the 41st World Congress of Surgeons in South Africa, 2005, so many congresses and conferences in Russia (2007, 2008-2011), the Ukraine (2008) and Kazakhstan (2012-2013).
6 candidate and 2 doctoral dissertations were defended under the supervision of Zayniddin Nizamkhodjayev and introduced into the practice of the Republican health care system. Zayniddin Nizamkhodjayev developed and patented 9 scientific inventions for the treatment of new types of diseases of the esophagus.
Zayniddin Nizamkhodjayev is an experienced medical doctor. Because of his scientific innovations, the postoperative mortality was reduced from 2.8% to 1.0%.
In 2012, he was awarded the badge “Uzbekiston Respublikasi soglikni saklash alochisi” for great achievements in his activity.
