Rev. Vernon Smith Ph.D. J.P. Born London N19 England 17th April 1944. Mother Edith Smith (nee Wood) - a newspaper setter and Father cpl. Albert James (Roger) Smith a serving army musician. Raised partly in Southern Spain where parents resided between 1950 and 1962 and London during school terms.

Educated at Holy Trinity C of E Primany School, East Finchley, London N2 1949 to 1954 and then the Quintin School, Regent Street, London W1 1955 to 1962.

Following a "between Year" in 1963 working for Alexander Duckham Ltd., Hammersmith, London W2 in the lubrication research laboratory, attended West Ham College of Advanced Technology, Forest Gate, London E15 from 1964 to 1966 for a B.Sc. Special Honours in Zoology with ancilliary botany and chemistry and further special topics in vertebrate anatomy and embryology at Queen Mary College, Mile End Road, London E1. Following graduation worked as an assistant to the superintendent of the education department of the Diocese of London, SW1.

Entered public service with the Ministry of Agriculture Fisheries and Food, Horseferry Road London W1in 1967.
