Investigation

In 2002 the special investigation unit HOMICIDE 31 was put into place in order to investigate cold cases concerning murders that Alègre could have been responsible for.[1] The special unit finds patterns typical for a serial killer for the murder of Josette Poiroux alias "Linda", who was stabbed and burned at her studio in Toulouse in 1992. Another murder with a similar pattern was discovered concerning the murder of Josette Legoy, a prostitute, strangled in her apartment December 4, 1987. In May 2002 Alègre was indicted for both murders. He was further more accused of the murders of Line Galbardi in January 1992 and of Patricia Ballejos in December 1992 and the rape of a prostitute in 1997.[1] The cell overall searched through 191 unsolved murders in the region in the time between 1986 and 1997. In addition the unit also reopened autopsy files classified as suicides in the morgue of Haute-Garonne and 5 other departments. During their investigation they try to find prostitues that Alègre pimped out. They find Fanny and Patricia, who at that time were in their early thirties, both mothers and working normal jobs.[1] In 2004 judge Perriquet ordered to look into the handling of the case by HOMICIDE 31. An police officer, Roussel, was accused of having plotted against the accused Marc Bourragué together with two justice officials Lemoine and the substitute Heinisch. Roussel interrogated Fanny and Patricia alone even though procedure says that at least two officers had to be present. In 2003 a new group of police officers was put into place to investigate the claims made by the former prostitutes. Constable Roussel was forced to retire early.[1] Constable Roussel later published a book in which he claimed that his investigations were hindered by people within the police force and that the force had been "infiltrated".[1] In 2005 the judge Thierry Perriquet said that all charges against Dominique Baudis, and Marc Bourragué were dismissed.[1]

Letter of Alègre

Alègre claimed that he had murdered a prostitute and a transvestite (Claude Martinez) on the order of Dominique Baudis and another prominent member of society. The journalist Karl Zéro read a letter written by Alègre to him live on air 15th of June.[1][2]

Testimony of Patricia

Patricia alleged that Patrice Alègre was part of a network. He found and trained women to prostitute themselves for the network and also organised BDSM soirées. Patricia said that he was also involved in drug trafficking. She said that she was madame for Alègre and helped him control other women and girls. Patricia claimed to have witnessed the murder of Line Galbardi, who wanted to snitch and tell what was happening to the police. She also said that Alègre provided girls to a small club for extreme sado masocism owned by a homosexual who was murdered in 1996. Some of the sessions "turned baldly" and people died. Patricia claims that the owner of the club took videos and photos of attendants in order to protect himself from prosecution.[1] She also claimed to have gotten to know Marc Bourragué, the deputy prosecutor of Toulouse through Alègre in 1990 and that he took part in orgies with prostitutes. Patricia claimed that she was raped at sado-maso sessions also by Marc Bourragué. Later she also named Dominique Baudis as a participant.[1] Patricia claimed that Dominique Baudis took part in at least on sado- maso soirée. She said that on the evening of her 20th birthday, Alègre, Lakhdar Messaoudène and Dominique Baudis raped her.[1] Patricia had also described the murder of a young prostitute of 16 years killed by Patrice Alègre and raped on order of Lakdhar, because she was not "enough". In December 1991, the girl was reportedly taken to Noah Lake to be trained by Alègre. Patricia and Line Galbardi were present. However the 16 year old refused to take part in the training and was subsequently killed. Line allegedly went to the police to report the murder and was killed for that by Alègre.[1]

Testimony of Fanny

Fanny claimed to have witnessed the murder of Line Galbardi on January 2 to 3, 1992 at the Hôtel de l'Europe. She said that she stayed at the brothel to work, heard screams and went into the room. There, Lakhdar Messaoudène, forced all other girls to witness the torture of Line Galbardi. Alègre raped, beat and strangled Galbardi. Fanny proceded to claim that she was abused by members of the justice of Toulouse and intimidated by police after her testimony. Soon afterwards she stops talking to police. Fanny is then put into contact with Patricia. They regularly speak for months. She is also examined by a psychiatrist who states that she is heavily traumatised by what she experienced but that her testimony is credible.[1] Karl Zéro also broadcasts an interview with Fanny talks about children she would have seen hanging on hooks in a torture chamber, on the first floor of a house near Toulouse. Zéro claimed that Fanny hadn't been paid for the interview but it later came out that she received a car worth around 10.000 Euros and that Zéro was working on a book written with Fanny.[1] Fanny went on to change her testimony in September. She said that Lakhdar Meeaoudène wasn't present at the crime scene. And also that she wasn't sexually assaulted by police in 2003. She did however indicate that Dominique Baudis was however a perpetrator. In July 2005, Fanny and Patricia were sentenced respectively to 18 months and three years in prison for complicity in false testimony, denunciation of an imaginary crime as well as witness bribery in the Djamel case, in addition to the deprivation of civil rights for 5 years. On February 26, 2006, the Toulouse Criminal Court found Fanny and Patricia guilty of slanderous denunciation and sentenced them to two and three years suspended prison sentences, respectively.[1]

Testimony of Djamel

Djamel testified that sado- masochistic evenings were organized by Patrice Alègre and others. He said that at some occasions people had died. Djamel said that Claude Martinez, a transvestite, who was murdered in 1992 filmed the people taking part in those evenings. In 2003 he stated that in 1996 he saw a ten year old girl, Marion Wagon, at one of those evenings. The girl had been reported missing in Agen in November 1996. On 27th May 2003 Djamel was indicted for making false accusations and attempted to commit suicide in pirson on the 28th of May 2003 one day afterwards. He also retracted his statements that he initially made. On the 2nd of July 2003 he reinstated that everything he initially told investigators was true. On the 20th of September 2003 Djamel was found dead in a psychiatric clinic near Toulouse.[3] Djamels death was declared a suicide.[1]

Investigation

On April 15, the public prosecutor of Toulouse, Michel Bréard, opened a judicial investigation for "pimping in an organized gang, aggravated rape and complicity, acts of torture and barbarism" against "Patrice Alègre and all others". Judge Perriquet was assigned to the case. Jean Volff, attorney general, fails to notify the chancellery of the opening of the investigation which subsequently leads to him being removed from his position by Dominique Perben. Jean Volff was later implicated to have taken part in sado- maso evenings by witnesses.[1] Marc Bourragué was accused by witnesses to being a part of the sex trafficking network. He admitted to having had an aperitif at home with Patrice Alègre in 1991 or 1992 but denied all other accusations.[1] On May 18, Dominique Baudis states that he is accused of being part of the sex trafficking network. He denies the claims and says that they are false accusations brought forward by the pornography lobby, that is trying to stop him as he lobbied for having pornographic films banned from television.[1]

Claims by Charles Louis-Roche and Diane Roche

The children of Pierre Roche, who was the residing president of the justice chamber at Nimes Court of Appeal during the Alègre affair claimed that he had been murdered by a sex trafficking network in which he was implicated himself. Both of them were charged with"aggravated defamation and invasion of privacy". They then went on to set of a website on the internet where they denounced Pierre Roche, as a "corrupt man unworthy, violent and perverse husband and father", "sickening partouzeur, consumer to the chain of prostitutes of all kinds, who had made their lives a daily hell ”. Charles and Diane claimed that their father confided to them that he had taken part in evenings at which ritual sacrifices and tortures took place. They claimed that he had gathered incriminating evidence on people within the network. He later according to them completely lost his mind and burned tons of documents that were is his possession.[1]

  • 11.02.1997, Martine Matias, 29, was beaten, was set unconscious with chloroform and her house was set on fire, declared a suicide
  • March 1997, Emilie Espes was raped by Alègre, he tried to strangle her but stopped apologised and burst into tears. Espes reported to police afterwards that she was raped by a stranger and described Alègre.[1]
  • 19.06.1997, Mireille Normand, 35, was raped and killed[1]
