June 12 2000-Sealights,Talisay City, Cebu. Last day of summer that year when the first believers of SPRHO ideals gathered to listen, fill in some questions and decided to form the mother council of Sprho Delta Phi and now popularly called The Octagon. More than 30 men most of them were graduates of batch 99 of USJ-R. It was a 5 hour meeting. Lots of arguments, debates and even drama were made just to come up with the best idea ever made as a form of government. On that very day these men which later call themselves strongholds of Sprho had an election and fill in the seats of the eight pillars. The names were: Jason Jojo Bautista, Kevin kikik Villamala, Dominador Valparaiso Jr., Lyndon John Cempron, Allan Jay Tan, Ulyses Sison, Jason Jalosjos Durens, and Eleosis Calo Jr.
A far as I remember Carlo OLRAC Cabagnot ask, “8 is an even number what happens if a certain decision is voted equally” then the first Octagon had its first decision and that Is to have an Octavia Caesar. It took as awhile to choose. I just remembered Ulyses aka Sir Yul was so silent the whole meeting. I do not know if he really is in to the Fraternity or just go with the flow. I know this guy since we were in 1st year High. He is Smart, one of the topnotchers in class and most of all a good and one of my best friend. When the question was thrown to me regarding who should I choose to be the first Octavian Caesar, having no doubts nor second thoughts I said Ulyses Sison. Then Yul started staring at me while others agreed with my suggestion.
We let Yul stay infront and made him do his first speech, he paused for a moment looking at all of us. Everyone is so silent waiting for him to talk. Still fresh in my memory when Yul saidwith teary eye, that he did not expect after all that happened we still choose him and respect him. I know it’s a bit cheesy but I guess all Sprho should know this. Since then Ulyses Sison never look back. He never wasted time and always seeing him in the library reading and learning lots of Organizations and absorb all the best thing and made our own by laws. Let it be known that he had a big part of creating the 8 maxims, the preamble, and the meaning of Sprho Delta Phi. This Fraternity would not be what it is right now not because of him.
The names stated above were the original Octagon till Dominador Valparaiso and Eleosis Calo Jr. Resign due to personal issue. Mark Montesclaros and Omar Murillo take over. Ulyses Sison seat of the Octagon was later assumed by Arriane Ramrod as the representative of the sorority council.

HISTORY: JUNE 12, 1998 – Sprho Delta Phi was officially founded JULY 29, 2000 – Sprho Delta Phi was officially inagurated FIRST SATURDAY OF AUGUST – celebrated of Sprho Delta Phi Anniversary Intentionally chosen for it is the 8th month of the year in order to coincide with the number, 8, which represents brotherhood for the Organization.

Vision: We, the Sprhos, want Sprho Delta Phi to be a high-standard Fraternity and Sorority, committed to changing the world towards betterment with the guidance of the Almighty God.
Mission: To enjoin the youth and the future generations in the uplifting of a just society and a humane world, through real friendship, true brotherhood, genuine love, and eternal peace.
Goals:
1. To be the prime model for the youth to emulate.
2. To implement the Maxims for a better community.
3. To design development programs that strengthens the commitment, competence, and values of the members.
4. To enhance the members’ expertise to synergize, empower other youths, and be responsive to the needs and challenges of times.
5. To immerse the Sprho Family in solidarity of real friendship, true brotherhood, genuine love, and eternal peace.

1ST Sprho Delta Phi shall be sanctuary for every being, but loyalty is obliged from every Sprho.
2nd Sprho Delta Phi shall neither be used as means for aggression nor for selfish defense.
3rd The Gathering is a responsibility.
4th Honor the Council and every Sprho.
5th Violence shall not be tolerated.
6th We shall live in accordance to the proper morals.
7th A Sprho shall not steal.
8th A Sprho shall not bear false witness.
