Stanari thermal power plant, hereinafter referred to as Stanari TPP, is a 300 MW power plant currently being constructed in Bosnia and Herzegovina in the vicinity of the Stanari coal mine,[1] approximately 70 kilometeres east of Banja Luka in Republika Srpska.[2] According to project promoters it is the first coal-fired plant in Bosnia and Herzegovina that is in accordance with all relevant EU directives on protection of the environment however,[1] that is being challenged by the NGOs who claim that the project is in fact breaching the EU legislation and is far from being environmentally friendly.[3]

General information

When completed the 300 MW thermal power plant will produce 2 million megawatt hours of energy per year.[1] Commercial operation is scheduled for the second half of 2016.[4] Coal will be supplied by Stanari coal mine which underwent refurbishment in 2006 in order to provide stable fuel supply to the Stanari TPP. A second phase of the development of the mine is still ongoing.[5] According to EFT, the construction of the power plant will create 1200 new jobs during the construction phase and 900 permanent jobs after the completion. Beneficiaries include construction industry, various suppliers, logistics and other service providers in Bosnia and Herzegovina.[1]

Ownership and financing

Total cost of the project is estimated to be EUR 550 million.[6] China Development Bank has provided a 350 million euro loan to construct the facility and China’s Dongfang Electric Corporation has been hired by the owner, EFT, to build it.[7] This is the largest credit facility agreed by a private enterprise in Bosnia and Herzegovina to date. EFT will finance the remaining sum from own equity.[8]
