Uncategorized pages are a growing structural problem on Wikipedia. Any wiki depends on the existence of a community of users to look after submitted articles. Wikipedia has communities in abundance and when each community has access to relevant articles, the approach works well. But in the case of orphaned and uncategorized pages, the system tends to break down.
