Thank you for clarification. I have been in contact with our Geographic Standards and Criteria Branch concerning your specific example and they have responded with the following:

Quite simply, the U.S. Census Bureau has never been advised by the U.S. State Department to include Serranilla Bank and Bajo Nuevo (Petrel Island) as part of census operations. Questions about sovereignty and inclusion must be directed to the State Department.

Ms. Andrade,

Chapter Seven of the Geographic Areas Reference Manual makes no references to why Serranilla Bank and Bajo Neuvo Bank are not assigned ANSI state codes. My question is why are these two American possesions not given ANSI state codes when all of the other American territories are?
